India and Uzbekistan elevate ties to comprehensive strategic partnership

Prime Minister Narendra Modi met President Shavkat Mirziyoyev in a delegation‑level dialogue that concluded with both sides agreeing to raise bilateral relations to a comprehensive strategic partnership. The accord signals a concerted effort to broaden collaboration beyond traditional diplomatic channels, targeting sectors that promise mutual economic and security benefits.

Trade and investment were at the forefront of the discussions. Both governments outlined plans to streamline customs procedures, explore new market access opportunities and encourage private‑sector participation in each other's economies. Particular emphasis was placed on critical minerals, where Uzbekistan’s reserves could complement India’s growing demand for raw materials essential to its renewable‑energy and manufacturing ambitions.

Defence and security cooperation also featured prominently. The two leaders agreed to increase joint training exercises, share intelligence on regional threats and consider defence equipment exchanges. Such measures aim to bolster stability in Central Asia while aligning with India’s broader strategic outlook in the region.

A notable highlight of the talks was the focus on digital public infrastructure. India’s Unified Payments Interface (UPI) was presented as a model for cross‑border digital payments, with both sides exploring ways to integrate the system into Uzbekistan’s financial ecosystem. Enhancing digital connectivity is expected to facilitate smoother trade flows, reduce transaction costs and foster greater financial inclusion.

The partnership framework includes mechanisms for regular high‑level consultations, joint working groups and a roadmap for implementing agreed‑upon projects. While specific timelines were not disclosed, the commitment to institutionalise cooperation suggests a long‑term vision that could reshape economic and security dynamics between South Asia and Central Asia.
