Parandur airport project halted: key factors behind the decision

The Tamil Nadu government’s plan to build a new greenfield airport at Parandur, roughly 70 kilometres southwest of Chennai, was officially dropped this year. The decision came after a series of setbacks that made the project increasingly untenable.

Local opposition formed the first major roadblock. Residents of villages slated for acquisition voiced concerns over displacement, loss of agricultural land and inadequate compensation. Environmental groups also raised alarms about the impact on nearby water bodies and forested areas, prompting calls for a more thorough ecological review.

Land acquisition proved another stumbling block. While the state had secured several thousand acres for the airport, the process stalled amid legal challenges and protests, leaving a significant portion of the required area unavailable. Without clear title to the full site, the project could not move forward to detailed design and construction.

On the regulatory front, the proposal had cleared many approvals, including a nod from the central Ministry of Civil Aviation and a preliminary environmental clearance. However, the final environmental clearance remained pending, and the cumulative delays eroded confidence among investors and stakeholders.

Chennai’s existing international airport continues to operate near capacity, handling close to 20 million passengers annually. To address this, the airport authority is advancing Terminal 5, a new facility expected to add several million passenger slots and modernize the hub. Yet officials acknowledge that a single terminal will not fully resolve long‑term demand, prompting the search for alternative sites for a second airport.

With the Parandur scheme shelved, the state is now evaluating other locations that might present fewer acquisition and ecological challenges. The timeline for a new airport remains uncertain, but the government has pledged to keep expanding Chennai’s aviation infrastructure through incremental upgrades and, eventually, a fully functional secondary airport.
